Justice League Steering Committee Meeting #2 - Minutes

GL Rayner moved last meeting’s minutes be accepted as read. Nightwing seconded. Carried.

OLD BUSINESS

1. MEMBERSHIP STATUS REPORT (GL Gardner)
• Extended leaves of absence: Green Arrow, Black Canary, Red Arrow, Red Robin, and Cyborg.
• Night wing announced he is taking indefinite leave of absence.
• GL Gardner announced he has been summoned to Oa and will be gone for an indefinite period of time.
• Discussion re. drop in active membership. Confidence is high that the League is strong enough to deal with future crises.
• Members returned from leave: Green Arrow II and Wonder Woman
• New members: Zach Zatara, Booster Gold, Blue Beetle, Arrowette, and Oracle.
• GL Rayner asked for more information about Oracle. Night wing obliged.
• Green Arrow helpfully suggested a League Mixer for later.

(item 2 brought up immediately from New Business at Nightwing’s request)
2. DISABILITY ACCESS TO WATCHTOWER & LEAGUE PROPERTY (Nightwing)
• Watchtower and Zeta pads currently require disability access
• Manhunter pointed out we should have already had this in place, in accordance with ADA regulations. Proposed accessibility upgrades be included in Watchtower repair and refit.
• GL Gardner confirmed research, planning and tweaking of budget was all that was required. Manhunter volunteered to oversee this task.

ACTIONS PROPOSED AND CARRIED:
• Manhunter will ensure disability access is included in current Watchtower repairs, so that League is in accordance with ADA regulations.
• Disability access will also be ensured at all Zeta pad locations, including Warriors Bar and Grill. (Manhunter will work with property owner, Mr. K. Rayner)

3. SERVE STATUS REPORT (Manhunter, Green Arrow, all)
• Manhunter report the program is going well, and members have been found places to stay during the Watchtower refit.
• Jason Todd has chosen a permanent place to stay (in L.A., with GLs Gardner and Rayner.)
• Several members noted Jason Todd appears to have turned his act around and seems generally happier. Appreciation was expressed for those involved, including Jason Todd himself.

ACTIONS PROPOSED AND CARRIED:
• Superman moved commendations for SeRVE members who assisted the League during the recent EC/LoA attacks. Seconded by Green Arrow. Carried.
• GL Rayner moved “shore leave” as a reward for Riddler, Catwoman, and Harley Quinn. Seconded by Manhunter. Carried.
• Manhunter will consult with authorities on possibility of leave for above-mentioned SeRVE members.

4. JUNIOR LEAGUE STATUS REPORT (GL Rayner, Batgirl)
• GL Rayner reported project was waylaid by recent crisis with EC/LoA attacks. Junior members are still becoming acquainted, but nothing new to report.

ACTIONS PROPOSED AND CARRIED:

• GL Rayner will re-initiate the project once matters of the recent crisis settle down and junior members are more familiar with one another.

5. DE-AGING/RE-AGING ON THE WATCHTOWER (Zatanna, GL Rayner)
• GL Rayner reported that there will be no more de-aging. Klarion has been dealt with, details are in his report.

NEW BUSINESS

1. EDEN CORPS / WATCHTOWER ATTACKS DEBRIEF (all)
• Martian Manhunter wanted to know if there are lingering issues that require the League’s attention beyond rebuilding.
• GL Rayner noted the League needs better forms of communication. Discussion continued on what constitutes League business requiring reporting, vs. personal business; ie. GA being targeted.
• Martian Manhunter voiced suspicions of a mole within the League or support staff
• General consensus that an internal investigation is required. Oracle, DEO suggested and refused. Nightwing and Green Arrow volunteer to operate double investigation.
• Discussion of communication failures. Policy proposed that all threats against League individuals must be reported to the League immediately.
• Martian Manhunter proposed recognition for those performing heroic deeds during EC crisis: cookie baskets. Motion not carried due to apathy and people in green bickering. MM advised to post recognition in Tower Tidings newsletter.

ACTIONS PROPOSED AND CARRIED:
• Green Arrow and Nightwing will lead simultaneous independent internal investigations on League members and support staff and report their findings.
• New League policy: ALL threats against League individuals must be reported to the League immediately.

2. WATCHTOWER DAMAGE REPORT (all)
• Nightwing appeals for financial assistance for Wildcat’s gym, damaged in the attacks. Manhunter offered to add to oversight list, but warned it would be low priority due to budget restraints. (See item 2, old business)

10 minute recess called.

3. ANIMAL CONTROL PROBLEMS ON THE WATCHTOWER
• Discussion of snake that attacked Nightwing, sent by LoA. GL Rayner explains probable connection to the incident during nanobots attack involving himself, Robin IV, and Talia al Ghul.
• Concern raised over Robin’s inability to recall these events, suspicions raised of him being an LoA sleeper agent. Martian Manhunter confirmed Robin IV’s memory loss was entirely unrelated to the nanobots incident or LoA attacks. Remainder of discussion was determined to be beyond the scope of the meeting.
• No other points pertaining specifically to animal control were raised.

4. USES OF MARTIAN MANHUNTER’S TRACKING DEVICE (Martian Manhunter)

5. DISABILITY ACCESS TO WATCHTOWER & OTHER LEAGUE-ONLY PROPERTY
(See item #2, old business)

6. FIRST RESPONDER TRAINING (GL Gardner, all)
• GL Gardner raised concerns that the League may be becoming dependent on Green Lanterns’ rings to render first aid. GL Rayner concurred. Discussion continued on more members training as first responders.
• It was confirmed there was not a need for specialized medical personnel.

ACTIONS PROPOSED AND CARRIED:
• Martian Manhunter volunteered for first responder training.
• GL Rayner will canvas the rest of the League to see if there is someone with adequate training who can instruct, and he will see about setting up instruction sessions.

7. TEAM BUILDING (Green Arrow, Superman, all)
• Green Arrow maintained that as ludicrous as it seemed currently, team building was still important. He suggested involving the entire League in brainstorming team-building ideas as a team-building activity itself.

ACTIONS PROPOSED AND CARRIED:
• Superman will look into team-building efforts for the League.

8. OTHER NEW BUSINESS
• Green Arrow apologized for being a prick, but conceded this was old business.
• Consensus was reached that while Green Arrow being a prick was old business, his apologizing for it was most certainly new.
